1 Recent changes to the planning law, whereby formal structure plans may be made without following any prescribed procedures â see later in this chapter â might reduce the administrative attractiveness of informal plans.
2 The number of people living in the Netherlands (2011) being 16,700,000, the average population size of a municipality is 40,000 and of a province 1,392,000. The number of municipalities is continually being reduced, as the national government fuses small, adjacent municipalities, in order to make larger ones.
3 âAldermanâ is the usual translation for âwethouderâ, although it is a little unfortunate, for the alderman in English local government had a largely honorary function and was abolished a long time ago.
4 Recently, some municipal councils have made it possible for their citizens to elect a new âburgemeesterâ out of a limited number of approved candidates. There is talk of introducing this throughout the whole country.
5 A municipality is however, obliged to supervise building works and the occupation of dwellings (bouw- en woningtoezicht: article 100, Woningwet). Most municipalities have a section for doing this. As this task includes testing applications for a development permit, this section is usually in the same department as that responsible for land-use planning.
6 For decades, that minister and the ministry were called Housing, Spatial Planning and Environmental Policy (Volkshuisvesting, Ruimtelijke Ordening en Milieubeheer â VROM). The Cabinet which came into power in 2010 abolished this ministry: the responsibilities for spatial planning and environmental policy were combined with the responsibility for infrastructure and water, the responsibilities for housing were transferred to another ministry.
7 The national ministry used to have regional inspectorates for this work. Now it has one central inspectorate. It is currently called the inspectorate for the physical environment and transport (Inspectie leefomgeving en transport). In the proposed Physical environment act, the task of supervising the municipalities would be given to the provinces.
8 For a statutory plan of the national government, the approval of both Chambers is required.

11 Those rules should include policy for industrial estates, office locations, shopping centres, harbours and airports, and economic promotion aimed at attracting firms and tourists. There should be rules also for dividing the costs of infrastructure and of land development between the municipalities.
12 This is in contrast to the situation under the 1965 act, where it was possible to find land-use plans which were 30 to 40 years old, had never been revised, and still retained their legal force.
